It wouldn't stop me going anywhere currently considered to be low risk. Not sure if I'd think differently if I were in an at risk population, but I don't think it's more risky than various domestic activities (e.g. getting a bus, going to a cafe). If it's possible to get a refund at this stage, they might have more fun if they postponed till things blow over. Travel insurance (if they have cover) won't pay out unless the FCO recommends against non-essential travel there.

I guess it's hard to predict whether countries will take more extreme measures before they come back. A colleague of mine flew over from Italy last weekend had a bit of a faff reorganising their return flight because of the quarantine & airline cancellations.
