??I don't think so. He spent way too much time watching that surveillance video over and over. A replicant would have watched it once. Also if he was a replicant he'd have figured it out. He was the detective after all.

you get all that nice human vs machine stuff, the irony of the human being so downtrodden and glum and the shortlived machines being all vibrant and alive

him being a replicant is just a cheap stupid twist

"Based on" can be very loose. Silence of The Lambs, Psycho and the Texas Chainsaw Massacre were based on the same real serial killer.

In this case based on is very loose. I'd go with no in both cases, but for entirely different reasons, with the possibility that the real answer is "it doesn't really matter".
